由吡啶经磺化、碱熔、中和而得。将发烟硫酸加入干燥的反应锅内，搅拌下滴加吡啶，再加入硫酸汞。加热至230-240℃，保温13-14h。冷至20-25℃，加入乙醇中，继续冷至5℃以下，析出结晶。过滤，得吡啶-3-磺酸。熔点345℃，收率62%。将氢氧化钠及吡啶-3-磺酸加入反应锅内，在160℃熔融，升温至220-230℃保温4h。冷至100℃，加水溶解，用30%的盐酸调节pH至4，减压浓缩，过滤除去氯化钠。滤液用饱和碳酸钠调节pH至8-9，冷却过滤，烘干，得3-羟基吡啶粗品，收率64%。用甲苯进行重结晶而得精品，熔点126-128℃，含量98%，精制收率80%。
